How to replace user exit with output controller

Hi All,

In my present system Use exits are used .now we are migrating to a bigger sap where 7 countries will run  .so the client don't want to use User Exit and emphasizing on using Output controller instead of user exit.

Kindly suggest me how to replace user exit (for example in ME21N) to be triggered from output controller.
